1. In the north end of the Archer Village, you need to talk to two NPCs, Arpesto ({{plainlink |url=http://db.irowiki.org/db/map/pay_arche pay_arche}, 109,169) and Reidin Corse. They will request the following items: 5 Cursed Rubies Item #724 Cursed Rubies}, 5 Harpy Feathers Item #7115 Harpy Feathers}, 30 Pet Food Item #537 Pet Food}.
2. Bring them these items, and they will teach you Phantasmic Arrow.
